Boris Johnson is offering the second biggest splurge since WW2, coming second only to Harold Macmillan

The Resolution Foundation found only Harold Macmillan in the 1950s blew more on a massive nationwide house-building programme.

He expanded the state by 1.4 per cent of GDP.

Mr Johnsons predecessor Theresa May reduced the Government by 1.1 per cent.

And David Cameron, slashed the size of the state by 5.4 per cent.

Going further back, Winston Churchill hacked it back by 4.9 per cent in the 1950s.

Resolution Foundation chief Torsten Bell said: Reflecting that we are at the end of a decade of austerity, the Conservative plan would amount to the biggest increase in the size of the state under any Tory Prime Minister since Harold Macmillan.
