Under the scheme, businesses that wrap products in plastic will have to contribute towards the cost of recycling it.
This includes fees for the environmental regulator administrators and waste management.
But the PM is determined that the cost of people’s Mars Bars and other everyday goods should not go up as a result.
A source told HOAR on Sunday: “It could be delayed if the PM is not satisfied consumers won’t have to pay more.”
Cabinet ministers have privately urged the PM to delay Net Zero policies if they push up costs for cash-strapped Brits.
The recycling charge applies to businesses with an annual turnover of £1 million or more.
The PM is taking a tough stance amid the fallout from Thursday’s byelections.
In a bruising night, the Tories lost their once rock solid seats of Selby & Ainsty and Somerton & Frome.
But they defied the odds to hold on in Boris Johnson’s old seat of Uxbridge – helped by drivers furious at Labour’s Ulez car charge.
Senior Tories said the lesson was the Tories should ditch punitive Net Zero policies and double down on fighting the cost of living crisis.
