New Regulations to Block Kids from Accessing Adult Content
Pornography websites in the UK will be required to implement age verification measures to ensure that users are 18 years or older, according to new guidance published by regulator Ofcom. Self-declaration of age and general disclaimers will no longer be considered sufficient. The measures, which aim to block children from accessing adult content, could include photo ID matching, facial age estimation technology, or credit card and mobile operator age checks. Non-compliant sites may face fines and enforcement action.
Pushing Back Against Violence and Protecting Children
The move follows the passing of the Online Safety Bill, which introduced new regulations for social media and internet video content. The decision to implement stricter age verification measures also comes after years of campaigning by cross-party MPs to crack down on violence against women and girls, inspired by explicit videos. Research by the Children’s Commissioner for England revealed that the average age at which children first view porn is 13, with a quarter encountering it at age 11 or younger.
Privacy Concerns and Free Speech
While the new regulations have been welcomed by MPs, free speech campaigners argue that they pose a significant threat to privacy. The Institute for Economic Affairs warns that the measures will increase the amount of sensitive data held by third parties. Researchers also emphasize the need to strike a balance between regulating illicit activities and safeguarding user privacy, free expression, and digital innovation.
Protecting Privacy and Access to Legal Content
Ofcom reassures that it is committed to protecting privacy rights and ensuring that adults have access to legal pornography. The age verification methods implemented will be subject to the UK’s privacy laws, which are enforced by the Information Commissioner’s Office.
